Apache CloudStack
Apache-licensed IaaS orchestration proven at CSP/telco scale, managing KVM, VMware and XCP-ng under one multi-tenant control plane: free software, quote-based support from ShapeBlue.
CloudStack is a turnkey open-source orchestration platform with a mature multi-tenant model (domains, accounts, projects, roles, quotas, per-tenant VPCs), a self-service UI, and a full REST API mirrored by an official Terraform provider, Ansible collection and CloudMonkey CLI. Unlike most platforms here it can drive several hypervisors at once (KVM, vSphere, XCP-ng/XenServer, bare metal) and since 4.19 it includes native VMware-to-KVM VM import, improved again in 4.22 LTS (November 2025). The built-in Usage Server emits per-account usage records but there is no billing UI; providers pair it with HostBill, Ubersmith, StackBill/Stack Console or WHMCS. Commercial support is essentially ShapeBlue.
Pros
- +No licence cost and proven at very large scale by public cloud providers
- +Manages multiple hypervisors, including existing vSphere clusters, easing staged migrations
- +Mature tenant/network model with official IaC tooling
Cons
- −Steep learning curve and operational overhead
- −Billing requires third-party integration
- −Commercial support ecosystem is thin, effectively one vendor
